This was an experimental weapon at the time of the war. Manufactured, primarily, from high-strength polymers, the weapon is almost indestructible. It's light, fast firing, accurate, and can be broken down without the use of any tools.
In our reality, the XL70 was a prototype of the notoriously problematic L85/L86 family of weapons.
This weapon can be rather obscure to get. One of the black haired female Vagrants on the Tanker in San Francisco has it, but you need to kill her for it (you cannot steal it from her). Also, sometimes merchants you meet outside of San Francisco can have this weapon for sale.
However, the only thing really special about this gun is its superior damage per shot when compared to the Assault Rifle. Its range and capacity is inferior.
