Talk to Dr. 0 about his name. Passing a Speech check of 65 will start this quest. The Courier will then face an Intelligence check of 7, followed by another Intelligence check of 9. Once they pass the Intelligence check, or if the Math Wrath perk has been taken, the Courier can suggest adding a slash through the zero. This creates a means to differentiate between a zero and the letter O. Dr. 0 will be pleased and thank the player character, and he will admit he never would have thought of this on his own. Otherwise, the Courier can convince Dr. 0 to simply accept the mistake. Either option may complete this quest.
Upon completion of the quest, a new dialogue option will be available, awarding the player with some scrap metal and scrap electronics.
The different speech options will trigger slightly different or additional responses, but are on the whole totally inconsequential.

Behind the scenes
"What's in a name?" is a reference to William Shakespeare's Romeo and Juliet, during the famous balcony scene (Act II Scene II). Juliet says:
"What's in a name? that which we call a rose" By any other name would smell as sweet; So Romeo would, were he not Romeo call'd"
