Westside thugs are local thugs living in Westside in 2281.
Background
During an earlier version of the quest, The White Wash, if the Courier chased Hector in the North cistern stealing water, three local thugs would ambush the Courier upon exiting the water cistern. They still remain placed in the GECK but disabled.
