- This location can be accessed by climbing the set of stairs in the southwest corner of the Steelyard after you've reached the appropriate stage in Free Labor.
- Marie can be found here during Free Labor should you choose to side with Wernher.
- The Power Plant Key can be found on a desk in the hideout.
