The Water Processing Plant is found in Megaton; to reach it take a right after you enter Megaton, it's directly upstairs from Craterside Supply.

It is the work place of Megaton's plumbing technician Walter from who you can obtain the quest Treatment. After completion you can turn in pieces of Scrap Metal to him in return for Bottle Caps (usually 10 per a piece) and Experience points or Good Karma in the unmarked repeatable quest Walter's Scrap Metal.
It is also the place where Leo Stahl keeps his hidden stash in a desk and gets high at nights. The desk is locked with a very hard lock. You can also buy chems if you choose to blackmail him with the knowledge of his addiction. You will not be able to buy from him if you choose to tell him you will help him get over his addiction.

- When the pointer is aimed at an object or person in the plant then moved off that object, the cursor will flicker red for a second, displaying a "drink" option which would give the player bad karma, it is impossible however for the player to choose this action as it appears too quickly.
