Wastelander is a Fallout: Brotherhood of Steel skill (skills in this game work like perks do in other Fallout games).

It is only available for human male characters (Cyrus, Rhombus and Vault Dweller). Each level of this skill increases your Critical Chance for +10% (up to a maximum +50) when using home-made weapons.
