Vortis is a slaver living in the bazaar of NCR Town in 2241.
Background
Vortis is an old slaver who runs a "holding center" in the bazaar of NCR, exploiting a legal loophole. Because the New California Republic has outlawed slavery, Vortis holds the slaves in pens just outside of the city (at the gates) for their owners, for a price. He has been a slaver for quite some time, and is aided in his work by other slavers, most of whom are seemingly "huge, but not too bright." He is quite scrawny, bespectacled, missing most of his teeth, and has a faded slaver's tattoo on his forehead, complementing his perpetually ink-stained fingers and shirt.
Vortis has been at odds with the NCR Rangers since their formation, due to his chosen profession and their aim to abolish slavery and hunt down slavers in the region. He is accompanied by the slave overseer.

Quests
- Get the map from the NCR Rangers, for Vortis the slaver: The Chosen One can choose to secure a map of Ranger safehouses for Vortis, impeding the abolitionist effort.
- Free the slaves in the slave pen, for the Rangers: The Chosen One must help to wipe out the slavers in NCR, first by splattering Vortis' weathered brains all over the walls of his compound and freeing the slaves there.
