Vortis is a slaver living on the outskirts of Shady Sands in 2241.
Background
Vortis is an old slaver who runs a "holding center" on the outskirts of Shady Sands, exploiting a legal loophole. Because the New California Republic has outlawed slavery, Vortis holds the slaves in pens just outside of the city for their owners, for a price. He has been a slaver for quite some time, and is aided in his work by other slavers, most of whom are seemingly "huge, but not too bright." He is quite scrawny, bespectacled, missing most of his teeth, and has a faded slaver's tattoo on his forehead, complementing his perpetually ink-stained fingers and shirt.
Vortis has been at odds with the NCR Rangers since their formation, due to his chosen profession and their aim to abolish slavery and hunt down slavers in the region.

Other Interactions
The Chosen One can choose to secure a map of Ranger safehouses for Vortis, impeding the abolitionist effort or help to wipe out the slavers in NCR, first by splattering Vortis' weathered brains all over the walls of his compound and freeing the slaves there.
In conversation, he tends to be quite cynical, perhaps due to his choice of profession and seeing the worst the wastes have to offer.
