Background

Vortis is an old slaver who runs a "holding center" on the outskirts of Shady Sands, exploiting a legal loophole. Other Interactions

The Chosen One can choose to secure a map of Ranger safehouses for Vortis, impeding the abolitionist effort or help to wipe out the slavers in NCR, first by splattering Vortis' weathered brains all over the walls of his compound and freeing the slaves there.

In conversation, he tends to be quite cynical, perhaps due to his choice of profession and seeing the worst the wastes have to offer.
