Can the Enclave Help People?

So I was thinking, if you get past the genocidal plans and plain evil the enclave have hoarding in their bases, do you think they could help people? Could they actually purge the wasteland of scary critter's and bad people and actually do as they say? I reckon so. Give an opinion, tell me what you think!
