The enclave in the Divide.
OK so in the end if you decide to nuke the NCR it ends up on Long15 on the road you see many Crashed Vertiberds carrying the insignia of the Enclave so my theory is that when the bombed hit the ground Vertiberds were in the air at the time of collision and crashed landed another reason if it was already there wouldn't the NCR be in the Divide looking for them? Please post your theory's.
