It turns out that there are actually no unused legacy critters in Fallout 2, only graphics like those backgrounds for talking heads and according to the PIPBOY.MSG and WORLDMAP.MSG in Fallout 2, only the message files' parts related to Fallout 1 maps and quests are mentioned.
