With 6 Intelligence and a good Speech skill, the Vault Dweller should go to the armory on level three of Vault 13 (the locked door with the red light). Once there, they need to speak to the Vault 13 security officer and mention requiring more ammunition, then ask who has access. Then they should select the options "it sounds like only the people who need it have access" and "have need".
With a successful Speech check, the officer will unlock the security door, giving access to the armory.
