Troike works for the Omerta family as a weapons dealer in 2281.
Background
He can be found in the Gomorrah casino, Lower Brimstone (through the double doors near the dance floor, which can be unlocked using the Club Zoara Key). Troike has a fearful personality, very talkative yet initially reluctant to reveal any information about the Omerta Family. He is also a chem-addict. Because of his big network of contacts in the Mojave, he was framed by the Omertas and blackmailed into their employment, as can be uncovered in the quest How Little We Know. Once the Courier makes contact with Troike, he can either be freed from his contract or assisted by finding a missing shipment of weapons. If freed of the contract, Troike will make the Pimpboy 3-Billion available, and reveal that he uses his contacts to sneak weapons into Gomorrah for the Omertas. His "stroke of genius" is using the monorail from Camp McCarran to transport weapons concealed in crates marked as food or medical supplies by corrupt soldiers. Because of this plan, the Omertas have accumulated an extensive array of weapons, which are stored in the basement, awaiting the Family's plan to take over The Strip.
Although Troike comes off as a complete coward, it turns out he decided to make enough Thermite to destroy all of the Family's stored weapons, and has tampered with the light in the basement to produce a spark to set it all off.
If the player passes a 75 speech test when talking to Troike about using thermite in the gun room, he can be persuaded to plant the thermite himself. The Courier will then have to leave the casino and once they have returned, Cachino will tell them that the Omertas caught Troike burning the guns and that he was shot in the head for doing so.
