The tour guide is a Mister Handy living in the Mojave Wasteland in 2281, programmed to take any "Rocketeers" on a tour of the REPCONN headquarters.
Background
The tour guide was programmed to take people on a tour of the REPCONN headquarters before the Great War. It remains in 2281, still wandering the halls and looking for any "Rocketeers" to educate them about RobCo.
