The torn out journal entry is a paper note found in Fallout 3.
Location
Found in the Vault 106 entrance section. It was most likely written by a vault dweller that was going insane. It can be found under a large ruined book on a table (with another large ruined book and a chemistry set) in one of the side rooms. Coming from the vault door down the stairs to the right first hall way you encounter, first room on the right.

For some reason today the air is different I can't quite place it, but the air tastes a little blue I guess? As weird as that sounds, the air tastes blue blue like my suit. That kind of rhymes. Weird. Weird beard. Heh.
I always wanted to be a beatnik, but the pants were too tight.
