Tire Armor, as the name suggests, is a piece of armor made from old tires.

As an old Fallout concept art suggests, Tire Armors were going to be used by Khans, but they were replaced by Leather Armors in the actual game. In Fallout 3 preview images, a super mutant is seen wearing a tire pauldron.
Fallout 3's Raider Blastmaster Armor also incorporates a tire as part of the shoulder pads.
