Timmy Neusbaum is one of the residents of Vault 112, who can be met in the Tranquility Lane simulation. One of the first things tasked to the player in this scenario is to find a way to make Timmy Neusbaum cry.
If the player chooses the 'good' path and mentions to Timmy that Betty wants to make him cry, he simply tells the player that "she's mean".
You may also choose the path for bad karma (which is also a persuasion option) and choose the quote "Hey, I heard your parents are getting a divorce because of you". If you succeed, he'll run off crying, if you fail, he'll get up and want to fight you. It's a simple fight, after a couple punches, he'll run away crying. When first encountered he will have his own lemonade stand and will not care if you get on the table and kick all his stuff off.
When the player has made Timmy cry succesfully, or has the Chinese troopers kill everyone, Timmy disappears and is turned into a lawn gnome on the Neusbam's porch, Timmy The Gnome. This is most likely because all child characters, excluding the player, are invulnerable in unmodded games.
Not much more is known about Timmy, other than he came with his parents to Vault 112 and has been in a Tranquility Lounger for more than 200 years. As Braun said, if the Tranquility Lounger was to be disabled, he and other residents would lose their "Life Support", and therefore die almost instantly.
