“I have wired the building to broadcast a signal from this terminal that in emergency will detonate all chips. I pray that day never comes.”
The Surgeon is a hostile mad scientist whose headquarters are located in the CEO Offices of the Red Racer factory in 2277.
Background
A scientist that is hostile to most all who interrupt the experiments they engage in. The Surgeons mind-controlling experiments seem to seek an understanding of the brain patterns of ghouls and super mutants, Fiddling with brains is a mission for the Surgeon, and the good doctor's main test-subject is one of the glowing ones now known only as "Stefan." Stefan is evidence of the Surgeon's trepanning prowess.
The Surgeon has been experimenting with mind control by implanting chips into multiple ghouls and super mutants inside the factory.

Other interactions
- The Surgeon will be hostile towards the player unless they appear wearing the ghoul mask from the Tenpenny Tower quest. If the mask is equipped, The Surgeon will be friendly to the player and can even be spoken to (though he/she does not have much to say). All he/she will normally say is "I'm not in the mood for you, asshole".
- There is a fail-safe built into the chips which will cause all the devices to explode if a signal is sent from a computer terminal in the office. If your Science skill is high enough, you can initiate this control and consequently kill all the creatures in the Red Racer Factory (except for the caged glowing one known as Stefan).

Notes
- The Surgeon does not have a fixed gender or appearance, meaning his/her appearance is random every time.
- A vault suit can be seen under his/her lab coat.
- The Surgeon's only weapon (a missile launcher) will not be used by him/her if the player manages to get close, reducing the Surgeon's dangerousness significantly. Instead, the Surgeon will after a short time switch to attacking with his/her fists.
- The fact that the Surgeon wears a vault suit under their lab coat is evident that they at least through trade may have some knowledge of Vault-Tec Industries and or their projects.
Appearances
The Surgeon appears only in Fallout 3.
