TestPhil (named Command Tent on the local map) is a test cell in the game files of the Fallout 3 add-on Operation: Anchorage.
Layout
The player character spawns in a room with a restrained American soldier, who disappears as soon as he is spawned. By taking a step forward, an unused and slightly-altered clone of General Jingwei (see above) will appear, and the game will hang. Using the tcl command to enter the next room, there are several unused test items such as the Beta Gauss rifle, The Peepers, a Chinese flag, a friendly Chinese soldier, and a disabled deathclaw which does not appear in-game. When turning off noclip, a power-armored American soldier spawns, is zapped with electricity, and takes his helmet off. Killing the Chinese soldier turns the flag into an American one.
Appearances
TestPhil appears in the game files of the Fallout 3 add-on Operation: Anchorage, but should not be considered canon because it is a test cell.
