Tech Wizard is a Fallout Tactics trait, available only to ghouls. The trait was also supposed to appear in the canceled Fallout MMO developed by Interplay, Project V13.
Effects
“You spent your formative years hunched over a bench learning tech stuff. Trouble is you've ruined your eyes! You get a bonus to Science, Repair and Lockpick skills (+20%), but a penalty of -1 to Perception.”
Despite the racial restriction, both Ed and Slim boast this trait. This is probably an oversight.
Appearances
Tech Wizard appears in Fallout Tactics and would have appeared in Interplay's Project V13 had Interplay not lost the Fallout MMO license.
