Officer Taylor is a member of Vault 101 security in 2277.
Background
If asked "What happened down here?", he will explain that his wife Agnes died due to a heart attack from the excitement of the fighting. He definitely blames you and your father for the problems in Vault 101 during the Trouble on the Homefront quest, but is not overly hostile about it.
