Tangler is the leader of the Rippers gang from the Boneyard in 2161. He has a cybernetic arm which the player character could somehow obtain for unknown reasons. Other than that, not much is known about him.

Tangler was going to appear in the original Fallout but like the Rippers themselves was cut from the final version of the game.
