Talking head
From The Vault
A talking head is an important NPC in Fallout or Fallout 2 who has his or her head animated to display lip-synching and emotions.
All talking heads had voice acting, including Richard Dean Anderson from MacGyver and Stargate SG-1, and Michael Dorn, Worf from Star Trek.
