The One You Can't Kill

Bug or Feature?
After wiping out the Gun Runners for various reasons which have -nothing- to do with their Star Cap/s, I went away, and came back to buy some shiny new death-toys.
When I spoke to Vendy, all I got was some message saying something along the lines of:
"Due to an unexpected circumstance, we are currently unable to sell anything"
which made me panic, thinking it was due to killing the gunsmiths (logically). But, I waited 24 hours, and spoke to him again, and he was happy to sell me stuff.
Weird.
