Ghouls and Human can live together peacefully?[]
I found this by chance: First completed the quest by Gustavo's way: killed Roy and his follower, then use the console to resurrect them, they would getup and attack you, but don't hurt any of them, just ran back and reported to Gus, he will give you reward and the quest will be completed. Now get out and wait for couples of days then go back, y'll find that Roy and his gang will has already move into the tower, but talk to the resident they perform like you have killed all the zombie. I wait for months in game and the Ghoul didn't kill any of the human resident, so I guess they live together happily? Hope someone can test it.

- I have tested the total reverse of said strategy. I hade Roy and gang moved in and done the massacre, and resurrect every one killed and finished roy's gang. Gus and else then acts as I have previously did their favor. While humans and ghouls lived peacefully together for a while after Roy's demise, after weeks every ghoul disappeared. --The End is Nigh (talk) 10:40, August 22, 2013 (UTC)
Saved by Slavery?[]
This just occurred to me while using the Mesmetron. In this mission (or other missions where a group of people in an area will end up dead), is it possible to save some people in Tenpenny Tower by using mezzing them, sending them to Paradise falls, and then after the ghouls' "disagreement", freeing them? The game of course my force all the residents into the basement after the Ghouls move in, but I doubt it will do that since you can convince some people to leave/kill them. The same concept may also be used to save certain people from Megaton. Anyone care to verify this? --Clean Up 23:05, 2 January 2009 (UTC)

by my knowledge only quest target slaves end up in the pen, all others just dissapear for your payment
Missed Opportunity[]
Does anyone else feel disappointed in the amicable ending to this quest? It felt like a missed opportunity for further diplomatic resolution. When spoken to, many of the named residents have no real feeling of opposition to Ghoul neighbours. Then why are they all 'disposed' of for 'deserving it'? I feel this could have worked better in a similar fashion to 'Trouble on the Homefront', arbitration required before things come to a head. I can understand the developers need to highlight the brutality of life in the Fallout universe, but from a gamers risk/endeavour - reward perspective I just feel a real opportunity was missed. What do you guys think?

- Personally, I don't think the whole black-and-white-good-and-evil thing was getting mixed here, more that the developers were just trying to show the players that what they might consider evil actually isn't, compared to real evil. Like Roy Phillips. Sure, Tenpenny Tower wasn't letting Ghouls in, but it was Tenpenny's tower. His choice. The developers were probably playing off the player's view that discriminating against Ghouls is wrong, and basically tricking the player into helping Roy for a 'good cause', which ends up with the player having to come to terms with the fact that he/she just aided in the massacre of 10+ residents. - Yes, Roy is someone with an axe to grind, it just happens he has a legitimate cause to be angry about. Tenpenny wasn't a bigot, he was an elitist. He didn't care who lived there, so long as they paid and he could live his lifestyle. It is stated by someone he is a recluse who hardly comes out of his penthouse, and this was with the non-ghoul tenants. This quest was a nice setup, and just goes to show sometimes the worst outcomes come from the best of intentions - especially after the speech by Michael Masters lamenting how, pre-ghoul, he was a scientist and treated people poorly. The flip side of this was Blood Ties, where the amicable solution seemed to have stuck.

- Afterwords there isn't a karma penalty. At least that I remember. I was pissed that after all the work of running around "Doing the right thing" he went and proved the bigots right. So I saved (for reload) and killed him (for vengeance). I remember remarking that NOW there was no bad karma. IF I am remembering correctly, I wonder if he has a finger or an ear: before and then after. - I agree. Even if Tenpenny can be properly characterized as a bigot for not allowing ghouls into his tower, it is his tower. The ghouls are welcome to make or find their own tower. - Is it really his tower? When I talked to Roy he revealed that Tenpenny had simply moved in and occupied the empty tower. So it's not his by any means. Not to mention that Tenpenny hired Mr Burke to blow up Megaton so he went beyond the bounds of the "live and let live" rule. This is the problem with almost all elitists. They think their skills, their contribution to human knowledge or their success and wealth raises them above the 'common masses', and entitles them to decide over the lives of their 'lesser fellows'. He may be a charming old fella' when he is talked to but actually he is just as bad with his 'wealth makes you more equal' (in an Orwellian sense) attitude as the Raiders who think mutilating humans and decorating their camps with rotting corpses is fun. Quest completed early[]
I experienced something while playing this quest. Can someone else verify this and add it to the wiki if it happens for others as well?
If you convince tenpenny to let the ghouls move in, then he he dies shortly after you tell Roy, by way of disappearing from the game, but you can tell he's dead, because if you have the 'You Gotta Shoot 'Em In The Head' quest, it shows completed for the execution of Tenpenny.
This could be a bug, or perhaps something is supposed to have happened (Does Roy barge into his office and blow his head off?) but I've found no mention of this at all in the NPC dialogs asking around.

Roy Phillips himself (if alive) will tell you that he took care of Tenpenny due to a "misunderstanding", "Problem solved." This might be triggered by checking Tenpenny's normal location, personally I checked it twice before I got the dialog option. If you look around in Tenpenny's suite you'll see some interesting marks on the floor leading to a bathtub. Buckethead! 07:13, 7 November 2008 (UTC)
I did the "new solution", but I killed Roy Phillips and his gang before they get to Tenpenny Tower. When I return to the tower, I see Roy Phillip's body randomly on the floor. That's not much of a problem, but whenever I try to go up to see Allistair, the game crashes. I'm not sure if this is because I killed Roy before he got to Tenpenny, or because of something else. Any ideas?
I had thought of how to get them to co-exist while I was going around gathering keys. I had wanted to get the armor from Fort Constantine and see if Tenpenny would react to my having it. Beforehand, I had talked to the other named residents to see if they'd accept the ghouls and then tell Tenpenny about it. After talking to Roy and returning, I saw ghouls and humans together insted of only ghouls, as with a different save and not talking to the other residents (other than the ones Tenpenny told me to talk to) before telling Roy he could move in. But, that was a while ago and during my last visit, I noticed that the ghouls have completely taken over. Maybe next time I'll deal with Roy after he gives me the Ghoul Mask, which is the only good reason to bother helping him. As soon as you leave after the Ghouls move in, all the residents disappear, are replaced by Ghouls and you get dialog indicating "Tenpenny is dead" when talking to a certain quest giver in the Underground. You also hear radio reports describing how you killed all the residents of Tenpenny. (NOTE: This is not a bug, and is simply the way the quest is meant to play out if you choose that solution, however the radio broadcast describing what happened should be different.)

Bug[]
I have an odd bug, I enslaved the woman, let the female merchant leave the tower(because i looted her safe) and let another woman kill her husband(told her he was cehating on her). And finally, when i let the ghouls in and helped em massacre everyone the tower didnt become fixed after the ghoul raid, but the 3 ghoul npcs moved in. And now I cant get into my suite from the front door and neither can i buy upgrades for my home. Anyone had the same bug/knows how to fix it (via console or other way around)?
- Nevermind, I fixed it by leaving my companions outside the Tower and using the killall console command on all 3 Tower floors.
Yeah, I have that same problem. Except I'm running it on Vista so the console doesn't work. Is there any other way around this?

- I have the same bug but on the 360 version, dont really see what i can do to fix this so i'm all open for sugestions... This bug should be pointed out in the Wiki article really. EDIT: i found a fix: the 3 gouls were staying on the balcony infront of my door and no matter were i went or for how long they were always there, what i did was i waited about 10 hours right infront of them, then they disapeared and i could enter my room again, it seems like you cant enter your room till those 3 gouls have taken their places around the tower.
-I had that problem but i just kept waiting 24 hours everywhere n tower. eventually on balcony it let me in, when i left to sell my loot from the raid... the tower was in perfect condition like just before the raid. the only difference between before and after the raid for me now is that there is only four residents. me, roy,bessie and micheal...everyone else is gone
Bug 2[]
I have an odd bug too, I have controlled the terminal and ghouls are ruined tenpenny tower. Roy gave me the ghoul mask but, new ghoul merchant NPC are not appear (just crawling in subway station and talking like they are in tenpenny tower but not act as merchant.) I'm playing fallout 3 by xbox 360. had anyone experienced this bug too?
I'm having a problem getting Tenpenny to give me the option of convincing the tenants. I still am not sure how to do it (not asking for help here I'll figure it out) but if someone knows, might want to edit the section on exactly how to start the quest. I'm assuming that I'm doing something wrong, but that might be a faulty assumption on my part as this quest seems really buggy. Burke also disappeared from my game after I sent him packing with the Black Widow perk. Dunno if this is a bug or I waited too long to get there (I got all the love letters from Colin, including the Dear Jane letter) or he died in the wastes. People at Tenpenny refer to him as alive. More information Needed[]
What happens if you put a live grenade in Roy's pocket while he is arguing with Gustov, before you take the quest? (It was shown this was possible during one of the Demo movies or something)
- I doubt anything different really happens. I assume you can just immediately report his death to Gustov... though I can't remember if you're required to wipe out all the ghouls for payment.
- I killed Roy before talking to Gustavo. Had to kill the other two sentient ghouls before I got my payment.
Did some Double Dealing, now Ghouls and Humans have vanished![]
Everyone's vanished! The only residents of the tower are a feral ghoul in the basement (Or rather its corpse, since I pummeled it to death in frustration when I was unable to find anyone) and Roy's body in the lobby!
I had done the quest diplomatically, then killed Allistair right after he let the ghouls move in and gave me my caps, then I had told Roy the ghouls could move in and planted a frag grenade in his pants, which caused him to run into Michael and blow both of them to oblivion. When I went to the towers, ghouls and humans were living in harmony.
After visiting Rockopolis to find out what happened to Argyle, I returned to the towers to give the bad news to Herbert. But Herbert and all the other residents, ghoul and human alike, were all gone!
Oh well, at least there was nobody to stop me from looting the safes. :D
- This seemed like best 'good karma' choice because you prevent Roy from mass murdering everyone AND you let the ghouls live in the tower. The only downside is that I am not able to buy or steal the schematics for the Dart Gun because the merchants are gone, and the Inventory Lockers/Refrigerators/Chests all require keys. While you can loot all of the safes, the store inventory remains un-lootable because there is no one around with the keys. This quest route prevents the access to 2 dart gun schematics if you didnt buy/steal them beforehand (I think).
What if you kill everyone?[]
Since the ghouls moved in and slayed everyone in the tower, my character has felt like avenging their unjust deaths by killing all ghouls. So what happens if you kill all people in town? I mean, apart from the obvious inability to conclude related quests and the loss of merchants. Will other people be hostile towards you? Maybe it's a stupid question but I have never performed city-cide before to see the reprecussions.Chagrian 15:56, 28 November 2008 (UTC)
I'm guessing no one would be any the wiser. You can always do a separate save, kill them all and travel to Underworld to see if they hate you. However, I think I've done that in one of my saved instances and they didn't care at all. What I did was
- Kill all the ghouls before they even got a chance to talk to me. The Underworld residents didn't care about it.
- Kill all the ghouls after I helped talk their way into Tenpenny and finding out they killed MY TARGET Mr.Tenpenny. The Underworld residents didn't care about it.
- Obviously I couldn't finish my You Gotta Shoot 'Em in the Head quest for my optimal reward anymore after they killed him.

- I killed Roy and his followers right after I told him that I convinced the residents that the ghouls could move in. The result was that everyone in Tenpenny loved me for killing them, meaning they had somehow found out. And also, Roy's dead boy is near the elevator even though I killed him in the subway. Greed is Good[]
First time playing through, with no knowledge of quest outcomes, I took the offer from Gustavo and sweeten the deal. I was really there to kill Mr. Tenpenny since I've started the You Gotta Shoot 'Em in the Head quest, since there was a subtle hint that this quest will lead to valuable loot at Fort Constantine. Anyhow, I then went to see what Roy had to offer, which he didn't disclose. So, heading back to Tenpenny Tower, and seeing some of the merchant's wares I've noticed they have quite a bit of money. Unfortunately, it wasn't possible to steal their safe keys to get their full inventory. So, I've decided to Sandman murder all of the people in the tower and pick off each guard one by one. Only person I didn't want to kill was Daring since he asked me to find Argyle. So, the ghouls are still sitting in the tunnels.
Now reading up on the possibilities, I think I made a pretty good choice. However, the guide doesn't say if you still receive the Ghoul mask or not if you massacre everyone and let the ghouls in. If it is part of the reward, then this is the ultimate jackpot. If not, then I might want to reconsider and try to find another method weaving in the Ghoul Mask. --Lord0din69 20:58, 29 November 2008 (UTC)
Revision[]
Here is the revision to the greedy way of finishing this quest.
- Start Strictly Business
- Start You Gotta Shoot 'Em in the Head
- Go to Tenpenny Tower and start the quest by talking to Gustavo
- Sweeten the deal and get the loot (Chinese Assualt Rifle + more ammo)
- Go to Daring to start his unlisted quest to find Argyle
- Go to Tenpenny and speak about Mister Crowley, but don't choose to kill Tenpenny yet
- Accept the deal to kill Crowley
- Sweeten the deal and get 100caps upfront
- Now go to Roy and tell him you'll try to convince Tenpenny to let them in.
- Return to Tenpenny and tell him you want to have the ghouls in.
- Here is the fun part, convince the people on the list
- Isolate each person before you convince them, best at night time since they are sleeping in their room
- Successfully convince Susan Lancaster
- After convincing her, zap her with the Mesmetron, loot her, tag her, send her off.
- Successfully convince the rest one by one
- After convincing the person, kill them off and loot, suggest a one shot kill with sneak attack so they don't run off screaming. This way no one would get mad at you.
- Highly suggested to plan a live grenade (NOTE: For the Wellingtons, be careful with planting live grenades. Wait until one leaves the room to take the other out. This is the case if they are both in the room (i.e. sleeping).)
- Sandman perk works just as well.
- After looting all the keys, go to their corresponding stores and loot their inventory.
- Go back to Tenpenny and tell him that you've done the deed, and receive your 500caps goodwill bonus
- Walk around Tenpenny, hide, do a head shot with the sniper rifle given to you from Crowley, that's an extra 100caps.
- Loot Tenpenny, and heck toss his body off the tower.
- Now you have to end the quest and have the three choices
- If you want the mask you can do two things
- Go to Roy and tell him you can move in. This keeps your good karma up so you don't have to waste your time with pure water to the beggar, then just. You'll get your Ghoul Mask. However, all the original residences will eventually die and disappear.
- Steal the key from Gustavo and let the ghouls in to kill everyone. Gives you a lot of bad karma, but you'll still get the mask. They'll completely trash the place, but on the plus side you have the left over bodies to pillage, which means more free items from the doctor's supplies, bar, and kitcken.
- Warning: If you didn't finish Daring's unlisted side quest in Argyle, finish it now.
- Sidenote: If you try to be clever and let them in and then kill Roy when they are fighting, Gustavo will say he is too busy to talk even when all the ghouls are dead. Even if you decide to kill all the Ghouls, everyone will instantly die as soon as you change areas (meaning anything with a loading screen).
- Now if you want the 500caps instead, you can just go and kill Roy and talk to Gustavo for his reward, but you won't be able to loot the mask off his dead body.

Random Ghoul issues?[]
After the whole quest is done and completed with everything fine. The tower is repaired, all three of the named ghouls are alive and well and a decent amount of ghoul residents have moved in. The issue is that this seems rushed. When doing the 'one-line' chat where you don't enter the chat box, they just talk to you. One of the ghouls said "You behaving good, Gustavo and his guards are quick?" Gustavo is dead, and the ghouls are supposed to hate him. I'm guessing that they just copied all the text the regular Tenpenny Residents say before you touch the quest and didn't overlook it. Realek 23:32, 17 December 2008 (UTC)
- I noticed this as well, the idea here seems to be that Gustavo and the ghouls were living together for a short while. Maybe the implication is that the rest of the residents didn't participate in the massacre and don't realize Gustavo is dead. After all you need to tell Besse about it, and Micheal may or may not have known depending on whether you believe him (this based on Besse and Micheal's dialog regarding the incident).--7h1s 21:19, 13 January 2009 (UTC)
Bodies in the basement[]
I found some interesting things about the basement where Roy stashes the bodies - there are no bodies there! First time I made my way back to TT and noticed all the ghouls, I spoke to micheal and he said Roy took care of them and stashed them in the basement. I get the wise idea that perhaps the keys to various locked safes are still on the bodies, so I drop by the basement, but nothing is there. After I return to micheal a new dialog option is availble along the lines of "I noticed the bodies in the basement, your doing?" but once again, the bodies are never present when I go back to the basement. Not so much of a bug maybe, but a little misleading in case someone thinks it's another way to loot the place.
- Wouldn't really work anyways. The merchant chests the ghouls use are completely separate from the ones the humans use. The human chests are disabled when the ghouls move in and the ghoul chests are enabled. The corpses that appear down there are generic residents with no inventory. You could kill everyone in the normal TPT and use the keys to loot the vendor chests, and then kill the ghouls and loot the new chests. - I can comfirm this. The first thing I did when the ghouls were in the tower, I went straight to the basement, finding only a Feral ghoul. And also I got the dialoge option "I found...". I really think that this is a bug or something. --Black Katana 18:22, 31 May 2009 (UTC)

i have my own missing persons problem, i helped the ghouls, and attacked the tower, killed lydia myself and helped myself to the lockers and such, start looking for everyone else's bodys for more looting opportunity's but there all gone!i serched every floor, middle floor there was only herbert opening a huge can of whopass on the ghouls, and the changs on the top floor, im distressed, i need my loot but i cannot find it! where are they!--Katikar 14:39, October 31, 2009 (UTC)

- No. There is no original, unmodified game method of gaining good karma while having the non-bigoted residents of Tenpenny Tower survive the ghouls moving into Tenpenny Tower. A mod was designed which removed the 'kill day' on which the humans get murdered and moved into the basement, allowing the ghouls and humans to coexist permanently. - maybe. I did the good karma method and killed tenpenny after he said the ghouls could move in. When the ghouls move in I expected to see a massacre but I was surprised to see that the residents were living together fine. The residents even enjoy the new company and I never get negative dialogue from the ghouls or humans about the others. I didn't use a mod. Nope, came back several times and after about a week Roy killed everyone. For some reason the bodies didn't show up in the basement, but when i went to the basement and returned to talk to Roy the speech option that claims you found the bodies in the basement was there.
anouther way to finish the quest[]
instead of leading roy away if you talk to bessie you can say that gustavo wants you to kill her but you wont do it if she gives you caps this imediatly makes her scream for help and sets roy and his followers after you and you can just kill them that way and lose no karma.
'Land of the Dead' Reference?[]
I noticed early on while going through the quest it seemed alot like the movie Land of the Dead.
Both involve a wealthy tycoon type who found a tower, fortified it, and only allow rich people to live inside. Eventually zombies attempt to get inside (movie they use force, game can vary {though regardless, if they enter all humans will die}). Just a little thought to possibly add.--One_Use_Hero

Not sure if this is a bug or not[]
Roy Phillips died in the fighting after I let the Ghouls in, and now I can't get back into my suite. Is there anything I can do?
Verification needed[]
Once they're all dead, speak with Roy and he will tell you that you can live in the tower's private suite. Isn't this only if you already lived in the tower before (i.e. blew up Megaton)? The only references to both the "Megaton house key" and "Tenpenny Tower Suite key" I can find in the G.E.C.K. are to "The Power of the Atom". Additionally, I just completed the Tenpenny Tower quest without having done PotA before at all and Roy did not tell me I could live in the suite. // Porter21 U | T 23:53, 21 January 2009 (UTC)

Is there any way to start/get a good ending to the quest, if both Tenpenny and Gustavo are dead?
no, the only thing you can do then is let a swarm of ferals into the place, and if you kill roy and his buds, you can't compleate the quest

Ghoul Mask by killing Roy and his followers?[]
Is it possible to obtain the ghoul mask, but complete the quest in favor of the Tenpenny people? because I really want the ghoul mask, but want to have the residents stay alive. I don't really care about karma, I just let the way I run my character position my alignment.
- No. There is no unmodified, original game method (unless you count cheating with the console as an "original game method") of gaining the Ghoul Mask while having the non-bigoted residents of Tenpenny Tower survive the ghouls coming into Tenpenny Tower. Badly scripted[]
If you kill Roy Philips and his mates and then go back to Tenpenny tower and open the confinment door, you find the body of Roy Philips at the main door and the feral ghouls are attacking the tower. Then you don't get any reward, just a huge drop of karma (because you killed the 3 ghouls and because you opened the confinment door). In fact,if you open the confinment door you always trigger the attack on the tower, even after the completion of the quest. Be careful

Of course, one can object ghouls are undead and it is a normal behaviour for an undead to travel carrying his severed head in his backpack, but always report to Gustavo BEFORE opening the basement or assume the consequences.
Massacre Bug?[]
After the "diplomatic" completion of this quest, the ghouls moved in (of course). I left the building and re-entered, and things were still normal, and Michael and Bessie had become traders, even though all the normal residents were still there; everyone was commenting on how great life with the ghouls was. (I couldn't find Roy...)
I left the building again and re-entered, and this time, almost all the residents were ghouls, except the named npcs were still there and two normal unnamed residents- one "Tenpenny Resident" and one "Tenpenny Tower Resident", and the named people still would talk about life with the ghouls. I'd assumed that the massacre had happened, and since the article states it is possible for some people to survive the massacre, maybe I just got really lucky and most of the people survived- but there were no bodies in the basement, and I didn't have the option to question the ghouls about the missing people. (Still no Roy to be found...)
I left the building yet again, and there were ghouls and security guards outside. I re-entered and there were no ghoul residents except for Bessie and Michael (couldn't find Roy, still...) and all the regular residents had returned, still commenting on their great life with the ghouls. I left and re-entered twice more and it stayed this way.
For one last time, I left, and nobody was outside. I re-entered and the ghouls were back, but with no human residents. I could finally find Roy Phillips, and the ghouls could now be questioned about the bodies. There was a feral ghoul in the basement, but no bodies- afterward I could also say "nice stack of bodies" to Roy. ATST 02:07, 4 March 2009 (UTC)
As a side note, I wonder how the feral ghoul got into the basement- the containment door was locked, and there seems to be no way for Roy to have acquired a key (this is assuming he used the feral ghouls to kill everybody, seeing it would be hard to do with all the security guards around himself)... unless he let them in in the front door then put that one in the basement...

Residents Who Were Forced Out of the Tower Came Back During the Ghoul Attack[]
Through successful Speech checks, I forced several residents out of the tower. I even followed Mr. Ling as he walked out of the tower and into the wasteland. Mod So They Can All Just Get Along (UPDATED!!)[]

- UPDATE: I found the file in my mods directory and stuck it on Fallout3Nexus myself, so the above link is WORKING as of right now. Lots of Low-Quality Contributions in the Article[]
I'm seeing many low-quality contributions (wrong words, wrong spellings, proper noun not being capitalized, useless info, etc.) in the Article page, especially in the Bugs section. Many of these contributions are recent and from unregistered users. Maybe we should just move the entire Bugs section to the Discussion page where we can be more tolerant of mistakes. My vote is an unequivocal no. Bugs are content. Content belongs on the article page. If we moved content to the discussion page every time we got a few spelling and grammar mistakes, there would be nothing left on article pages. If you see problems, then fix them, that's what a wiki is for. What would moving to stuff to the discussion page accomplish? Would we wait for people to make corrections before approving it to be in the article? In either case, if people see issues, then they have to fix them. Bad Karma Clarifications, Kids[]
Zee article claims that during the Ghoul invasion, one may loot the Tower residents and their stores without a Karma penalty. On the PC, however, I took a Karma hit from every Story Inventory locker and suite safe I looted. I suspect this may have to do with taking bottlecaps; when one completes A Manhandled Manservant quest and wins Dashwood safe key, looting said safe only inflicts a penalty when you take his measly caps. I was also surprised to see the Bad Karma when looting stores but not when looting bodies and suites. I had not done the Manhandled Manservant quest and it was not related to bottlecaps, since the security armament lockers outside (left of gate) had no bottlecaps but still gave Bad Karma. I normally have high ("Good") karma, but after the massacre and looting, my Karma level was Neutral. (I'm on Level 18, if that matters. Also, I'm on the Xbox.)
Taking the Mask and killing Roy[]
What happends if after i get the mask from Roy and then kill him and his goons. Will all the humans die?

The only humans i cared about was Dashwood and Cheng, and after they killed him i killed Roy for revenge ( i had actually killed most of the other named residents cause they were douches) and after i killed Roy i went downstairs to see if the other ghouls were pissed and they wernt at first but a moment or two later the other named ghouls came at me armed and i took them down without karma loss. After that the nameless ghouls were fine so if you wanted the humans to live it was probably either because you chose to live there or you liked a few of them either way if you really want the mask, a revenge killings going to have to do. Several past play-throughs had resulted in both 10mm SMGs and Chinese Rifles, but in my latest post-Broken Steel run, I took the "I'll take it, and any help you can offer" option, without attempting the speech check, and got a regular old Assault Rifle instead. Quest finished without even starting.[]
So, I found the Tenpenny Tower through the 'You gotta shoot 'em in the head' quest. It wasn't marked on my map with the usual non-visited place marker, just the dotted line indicating that something was in that direction, and that I should probably wander over to check it out.
Bug?
Upon arrival I watched Roy not being let inside, and i wanted to talk to him. He wasn't interested, so I followed him to see where he was about. He walked out into the wasteland, and after a minute or so he was a bit more talkative. About the sewer he was [not] in - when he was in fact in the middle of a bloody desert.

Ok, loaded my last save and went inside instead - not trying to talk to Roy.
Talked to most of the residents, about ghouls when possible, but can't get a quest, or find any info about this Roy fella. I eventually found Tenpenny, and I ended up killing him. Since I got a finger from his body i figured it was a good thing, he was apparently evil. He didn't want to talk musch, about Ghouls not at all. (The whole 'shoot em' quest feels buggy to me - i had to load a previous save once before, when i had accidentaly finished the quest by talking to crowley after recieving the keys, didn't know that was possible since the quest objective states that Tenpenny has to be killed. And i wouldn't have a clue what it was all about if i hadn't just read the wiki.)
I took the scenic route around the top of the Tower, and i found an unlocked door to the empty suit i couldn't enter from within, being the curious exploring type i naturally stepped inside. Apparently it was my room. Uhm? I could sleep in 'my bed' and i could get a hair cut from 'my robot'. No way, mates, i have a very decent house in Megaton, and have had so for quite some time. Workbench, jukebox, furniture and all sorts of loot. Maybe this can't be called a bug, i don't know. But i don't like it.
After this I found the locked entrance door to the sewer inside the tower, but i couldn't open it of course. Snooped around a bit and found the stairwell outside. Hacked the computer, and there on the other side of a window was Roy - who I had never met, and never spoken to - complementing me on doing a good job, as if we had some business together. He told me to meet him out front so i could get my reward. When i meet him he gives me the Ghoul mask, and i get a message of 'Tennpeny Tower' quest being finished, and 360 xp. Step inside, and the Ghouls are swarming the place.
Right. Has this happened to anyone else? Is this a bug? It's got to be.
And one more thing: The quest, after being started/nonexistent/finished this way, doesn't appear in my Pip Boy.

i have told millicent wellington that she is haveing the gouls live with the residents if she likes it or not and she wont talk to me anymore but i talk to edgar wellingtonII and hes says over his dead body the guide on this site says that if u get a love letter show it to millicent wellington and she will kill her husband but the problem is that i have the letter but i cant show it to her because she wont talk to me how do i do the quest now in favor of both people and do you still get the 500 caps and mask if u go with both sides

Tenpenny Tower Items without Blowing up Megaton[]
I want the Workshop, Hospital, and Jukebox for Tenpenny Tower
But I defused Megaton's Bomb, and tenpenny is dead and all the ghouls now reside in tenpenny tower. Thats not the problem.. I simply want to have my Tenpenny tower suite ( consoled in) to have a mdecial lab and a Jukebox even though i didnt blow up megaton.
Does ANYONE know the console commands for those Items so i can manually place them in Tenepnny Tower? I dont even need the Medcial lab.. but i DO want to have a Jukebox in tenpenny tower.
Ive looked for some prid's and base ID's for for the Jukebox.. but I simply cannot find it. I have the G.E.C.K but have yet to use it once..so Im unsure of the quickest easiest way to get these Items.

I did not try it myself,It seems there can be some variations in the ID from one version to another. Just try it. If you have the GECK it is even more simple : All items for tenpenny suite begin with HD02. Quite easy to find ( use the search text menu), or load the cell Tenpenny03player and double click on the desired object to see it's reference.
- But the best with the GECK is to open the cell. You'll see a double row of Xmarker just outside the room. doubleclick on each marker to see what it enables and uncheck the "initially disabled box" for anything you want. Save the mod and enable it when you launch the game. The selected items will be already here the first time your character enter the room. By the way, unlock the door and you'll even own the house from the beginning without blowing Megaton.
- Of course, enable only one theme or you'll get a very unpleasant house. If you don't succeed send me a mail, I'll write the mod for you...Croquignol 20:28, January 8, 2010 (UTC)
Four Dart Gun Schematics[]
It just so happened that when i went on my security guard killing spree in the tower before i did the quest my follower clipped the general store owner so i did the logical thing and raided her inventory, i got the dart gun v2, then after the quest the named ghouls went hostile after i slew Roy for killing the 2 residents i liked and i got the ghoul store owners key and got another dart gun schematic and there's a fourth out there somewhere.(Maverick21 04:53, 20 July 2009 (UTC))
- The maximum number of Dart Gun Schematics which will have an effect on the quality of your Dart Guns is three. If you find one dart gun schematic elsewhere, and get two from Tenpenny Tower, the third official Dart gun schematic won't do anything to your schematic and will just sit around in your inventory in the Misc section. --Webgiant 01:27, January 10, 2010 (UTC)

Yet another funny bug[]
Take quest, talk with Roy about basement and take key from Dashwood. Then go to basement (part where console is) and see some non hostile ghouls with (strange). Don't do anything at this point. Then go to another part of basement from Tempeny Tower, you'll see same ghouls, but they'll be hostile (very strange) Then kill these ghouls (not Roy and followers). Put mines on the stairs and basement flour (metro tunnels side).
Next is really bug: Opening basement will kill Roy, but also kills Gustavo. :)

Tenpenny died?[]
I dont really know what happened,I had convinced Tenpenny to let the ghouls move in and went to go get You Gotta Shoot 'Em in the Head and was hopeing that Crowley would move into tenpenny tower and i was going to tell Mr. Crowley that Allistar Tenpenny had allowed the ghouls to move in but when i was talking about Allistar The dialogue option came up about how he died but not from a shot to the head so i ended the conversation and went to go see what happened,as i arrived at tenpenny tower all the ghouls and humans were living at peace and i went to go look for Tenpenny but he wasent in his usual spot so i was looking around his suite,even checked the basement thinking he'd put the body there but there was nothing...Anyone know what might have happened? Edit:After about 10 Ingame days i finally found Roy and asked him about tenpenny and he said they had a dissagreement but that still dosent explain why he wasent there before and the ghouls and humans were peaceful. But what about my karma?[]
Before taking the tenpenny tower quest I took the You Gotta Shoot em' in the head quest and shot Tenpenny in the back of the head but I want the good karma. I talked to Gutavo and he said there was no way. My question is how do I resolve this if I can and if not what should I do instead?

Fugitive Millicent[]
When I showed edgar the love letter, i booked it to megaton to drop off some stuff, fast travelled back to TP towers, and went off to see philips. when I approached the entrance, a wack of feral ghouls took off. There were chasing Milicent! Looks like when she kills her adulterous husband and his lover, she tries to join up with the ghouls?
Or was it maybe completely random. Anyone else notice?
- If you fast travel somewhere else immediately after handing Millicent the love letter, she kills the husband and lover and then waits patiently by the main gate of Tenpenny Tower for you to return, so you can see her scripted departure into the Wasteland. If some of the ghouls from the nearby train station happen to spot her, or if you just get a random encounter with some feral ghouls when you arrive back at Tenpenny Tower, they're bound to start chasing Millicent. --Webgiant 17:10, January 8, 2010 (UTC)

i went off to kill Roy and his friends changed my mind and killed everyone in the tower instead. return to tenpenny's guard is still on the list even though hes dead long ago ????
Tenpenny death![]
I just thought I shoud add this. I am using the PC version so keep that in mind. I had not done any of the quests relating to tenpenny tower (except for The Power of the Atom quest.) I had not killed Tenpenny or had any interaction with him whatsoever. It confused me to find he was not in his room or on his balcony, and was (according to diologue) dead. I wanted to do the diplomatic solution for the Tenpenny Tower quest (which I had started and only spoken to Roy.) I resolved this by using the console commands "prid 00017A0D" to locate Alistor Tenpenny, and then "moveto player" to bring him back. when done so, he was flung at the wall and was already dead. With this I was able to loot his body. I wanted to complete the quest so I did a "prid 00017A0D" then "resurrect" he respawned where he was and had all of his items back also, but I also had the looted ones. After doing this I was able to ask him about megaton and about the ghouls and thusly finish the quest. (also note that you can kill and resurrect him countless times to get karma and items, although this would probably be considered a cheat...) Hope this helps anyone with a similear delema. Also, does anyone know if after the ghouls kill off the residents and you enact a ressurect what will occure?--Willhel55 19:33, November 11, 2009 (UTC)
Impossible-to-complete bug[]
I know it's already known that sometimes Roy won't give you the Ghoul Mask and the quest cannot be completed. But I had never had this problem until this playthrough, where I also decided to go ahead and slaughter the residents before I even went to talk to Roy. I've tried going back to my earliest saves and replaying the events, but nothing changes. I noticed when I did that that in my quest objectives, I had both "Kill Roy Phillips..." and "Tell Roy the Ghouls can move in". I'm thinking that the game gets confused by these two conflicting ways to end the quest, so you end up with nothing. I would suggest to anyone looking to be as greedy as me here to leave at least one of the necessary people for the "peaceful" solution alive during your own attack, as that part of the quest apparantly auto-completes if everyone involved is dead. Probably easiest to leave Tenpenny himself alive, as you can kill his guard without him becoming hostile, and you can't get credit for the headshot if the ghouls invade. If I'm wrong and someone knows a fix, please let me know.

A Glitch in the system[]

How to get in to your Tenpenny Suite during the ghoul invasion.[]
As you go through the levels of residence being killed by the ghouls, go to Tenpenny's apartment and exit through the outside way. Now enter your suite from the outside door. You'll be back in your place and the invasion will be over when you exit. --Vault Master 05:57, January 2, 2010 (UTC)

Xbox 360 Ghoul/Human Peace[]
From what I've read, there's a mod for the computer version of Fallout 3 to prevent the "kill day" from happening after completing the diplomatic sollution to the quest. Opened the basement door, no ghoul mask[]
after opening the basement door with a blast, roy runs into the lobby and keeps standing there. when I speak to him all he does is ask me about the status. the ferals are already in the basement (or were) but he won't give me the mask, or let me continue the quest. I tried killing everyone inside so i could complete the quest another way. but after that there's no new conversation option at roy. i tried moving roy with the console, or resetting the quest, all he does is wander slowly back to the tenpenny lobby.
please help!

If you use the resurrect command for the human NPCS AFTER Roy Phillips kills all the human residents of Tenpenny Tower, will they stay alive and are there any bugs associated with resurrecting them?

I choosed to let the ferals raid tenpenny tower, ive killed everyone in the house, searched around all floors 3 times, killed all the feral ghouls too... But roy still tells me " blabla raiding, blabla we can talk later" ..anyone knows a soultion?

I'm currently experiencing that glitch as well, its never happened to me before though so i have no idea what caused it and waiting outside for 24/48 hoursor longer doesn't do squat (trust me i tried) i hope my enslaving of the tenpenny guards didn't screw up the game ( i found that you can mezz almost every guard in tenpenny while the civilians are either frenzied or has their head popped) since everyone has to be dead to complete the feral invasion part, it is possible that the enslavement of the guards screwed it up as those enslaved are still alive (which is why some raiders don't respawn if you enslave them) 86.146.58.45 11:32, August 28, 2010 (UTC)
same guy here, right i tried all my saves after mezzing the guards and then proceeded to the massacre, it still won't change. i leave the tower and waited 24/48 hours and i returned and it was still dark and full of ferals.
now i tried an earlier save before i mezzed the guards and completed the massacre part and left the tower and waited 48 hours and i returned and the tower is good as new, so...i think its mezzing guards that did it (it should be noted that on the saves that i mezzed the guards, i also got the woman to kill her husband)
i will try the mezzed save one more time and i wait even longer and in different places to be absolutley sure its that it causes the glitch that ruins the quest and leaves you homeless.86.146.58.45 12:19, August 29, 2010 (UTC)
i'm 99% sure its mezzing those tenpenny security guards that screwed up the quest as i have tried that save again and waited much longer and in different places and its the same. so ladies and gentlemen DO NOT mezz the guards of tenpenny tower unless you actually want to destroy the quest (saying that though, this is only when me and roy are trying to massacre everyone and not A) talk people into letting the ghouls stay and B) killing roy for gustov.) 86.146.58.45 14:13, August 30, 2010 (UTC)
Inventory glitches[]
During the ghoul attack and afterwards, trying to enter store inventories or safes on the bottom level does not work. The terminals don't work either, but do deduct karma. When leaving the area an inventory screen will suddenly pop up (presumably the last one you entered). Has anyone else encounterd this? - Redmess 22:50, March 27, 2010 (UTC)
Strategy: Maximizing your rewards and loot[]
Moved from the article:
Following this approach allows you to minimize the effect of the Tenpenny Massacre on your game and gain as much loot as possible,
- Start You Gotta Shoot 'Em in the Head at Underworld and Strictly Business at Paradise Falls.
- Go to Tenpenny Tower and start this quest by talking to Gustavo about it, passing a speech check for a Chinese Assault Rifle and ammo from Gustavo
- Go to Herbert Dashwood and begin A Manhandled Manservant (finishing it before the quest)
- Convince Anthony Ling to leave, pick the cash register for caps and xp points. (when you let the ghouls in by force you can do it again for more caps, and xp points.)
- Convince Lydia Montenegro to leave, pick the cash register for caps and xp points. (when you let the ghouls in by force you can do it again for more caps, and xp points.)
- Go to Allistair Tenpenny and speak about Mister Crowley, but don't choose to kill Tenpenny!
- Pass the speech check to kill Mister Crowley, and gain 100 caps upfront.
- Go to Roy Phillips by navigating through Warrington Tunnels and tell him you'll try to convince Tenpenny to let them in.
- Return to Tenpenny and ask him to let the ghouls in.
- Convince the people on the list Tenpenny gave you called Tenpenny's request:
- Successfully convince Susan Lancaster
- After convincing her, mezz her with the Mesmetron, loot her, collar her, and then send her off to Paradise Falls.
- Successfully convince Susan Lancaster
- Go back to Tenpenny and tell him that you've convinced the residents.
- Kill Tenpenny to fulfill the objective from You Gotta Shoot 'Em in the Head OR kill Mister Crowley and get your reward from Tenpenny.
- Proceed with the Help the Ghouls break into the tower guide, getting the Ghoul Mask from Roy and watching the Feral Ghouls destroy Tenpenny Tower (giving you free reign to loot and plunder the entire building and its inhabitants).
- As the Feral Ghouls ransack Tenpenny Tower, you are free to plunder the stores and rooms throughout the tower without karma loss. Make sure to equip the Ghoul Mask to avoid battling the ghouls yourself. All items and loot in the Tower will reset a few days after the takeover is complete, so don't leave behind any items you want in there.
Also, you can kill everyone in Tenpenny Tower, then go to Roy Phillips to immediately get the Ghoul Mask and complete the quest. (saving time but not gaining as many experience points in the process)

gouls wont stop raiding[]
alright so i let roy and all the gouls in they killed everyone and while they were tearing things apart i took susan to the slavers and now roy keeps saying "come on kid theres killing and maming going on well talk later" it wont finish or let me into my suite any hints?

- After you open the door from the subway into the tower, Phillips will meet you out front and give you the mask. As for the suite, the only way to get the suite is to blow up Megaton for Burke in the Power of the Atom quest. I did the diplomatic solution to Tennpenny tower were the gouls move in but were is Tennpennys body it is not in the basement with the other bodies so were is Tennpenny?

In-Accessible Suite[]
I had already killed Roy Phillips when he was outside, not knowing who he was at the time. I blew up megaton and got a suite, I also killed Mr Burke and Tenpenny, along with all the residents and guards in Tenpenny Tower. However I did talk to the guard about the quest, but I killed him. Later on in the game I went to the tower and it was been invaded by ghouls. I killed them all but it says I cant access my suite. The quest is not complete and I dunno what to do know. I don't think there is a way to do it, except maybe if you're using the PC version, you could download a mod that unlocks all doors. I don't know if one exists. If you're on PS3 or 360, you're S.O.L. Sorry. This is a game you really have to be careful with, because a lot of things you do (like killing Roy Phillips, the residents, Tenpenny and Mr. Burke) will have drastic effects on further gameplay. If you REALLY want the suite, I suggest starting a new file (if you aren't too far into the story), not blowing up Megaton (because it's much better to have Megaton there, and the house is better), and being careful who you kill, and who you let live.—Preceding unsigned comment added by HoboHunter28 (talk • contribs). Unflappable residents[]
I decided to complete the quest by killing Tenpenny, Gustavo, and all the guards, having the human residents flee, and then telling Roy he was free to move in (if the humans are dumb enough to come back after all that, it's not my fault). But the residents won't flee! I shot every guard and left their bodies scattered over the lobby and around the gate, fired a few rockets into the lobby ceiling, threw some grenades (away from the residents), and not only killed Tenpenny but threw him off the balcony stripped. No response at all. The residents simply ignore the dead guards and Tenpenny's corpse. I even sold Tenpenny's suit to one of the shopkeepers! If you begin to shoot the residents themselves, or plant frag mines in the hallways, those who remain may panic for a moment and one or two may run outside the gates for a short time, but they always come back and calm down again. Not even a stack of stripped bodies on the reception desk deters them. The only response that I got as I killed every resident over a rather long period of time (hoping that the rest would get the message and flee) was that at one point, Herbert Dashwood pulled out his shotgun and said something like "This brings back memories of the old days." But he didn't open fire on me and when I ignored him, he forgot about what he was doing and wandered off again (I think in the end he stepped on a mine). Wunengzi 01:10, September 3, 2010 (UTC)
Vacating the tower confirmed?[]
I recently tried the method listed in the article to get everyone to abandon the tower. I killed Tenpenny, Gustav, and all other guards, but the residents still live there as if nothing happened. Has anyone confrimed if killing the guards really does make the residents run out of the building? I wanted the ghouls to move in without them killing Dashwood, so I thought I could just leave him homeless.GSix 22:30, August 29, 2010 (UTC)
- As you can see from my story just above, this method seems to be broken. The best you can do is to get some of the residents to flee a little way and then they come back. Nothing you do will make them run away for good. Wunengzi 01:12, September 3, 2010 (UTC)

Unflappable Residents Finally Flap and Fly Away[]
I think I understand now what's going on with the apparently glitched method of resolving the situation by killing the guards, after which the residents are supposed to flee, leaving the tower empty for the ghouls to occupy peacefully. It does work, but you need one more step before the tower empties.
I killed Tenpenny on his balcony with the sniper rifle, and took out Gustavo and the guards by head-shotting them one by one with the dart gun. As usual, the residents didn't give a damn. Then I gave the love letter to Millicent Wellington, which resulted in her killing her husband and Susan Lancaster and fleeing into the wastes. Finally, I cleaned out the cash registers and safes in all the stores. The day after doing this, when I went to visit Anthony Ling in his shop, he denounced Gustavo's incompetence, and declared he was disgusted with the situation and was leaving. THEN the message came up that I could go to Roy Phillips and tell him the ghouls were free to move into the tower.
It would thus seem that killing Tenpenny and all the guards = getting Tenpenny to agree to the ghouls moving in if you can eliminate opposition from some of the most important residents (which makes a certain amount of sense -- after taking flying lessons from his balcony, Tenpenny is in no shape to object). Millicent's murders and flight, and my robberies, apparently accomplished this. Wunengzi 19:40, October 6, 2010 (UTC)
Breaking the quest[]
If you decide to help roy, and go kill all of the residents yourself, and then open the door to let the ghouls in, the quest cannot be completed. If you then decide to kill roy phillips and co. the quest marker will tell you to go see gustavo, although he is already dead, and will also point to roy, saying tell roy the ghouls can move in. I was hoping to get the ghoul mask, but instead the game glitched.
Possible bug[]
I was in the tunnels with Roy and left, running into a Feral Ghoul Reaver and decided I would run away and use Roy and his friends to kill it as I was low on ammo and health. When I got to the hideout and hid behind a counter everything was fine for a bit, the stealth meter showing "Caution" then the Feral spotted me and went to attack and it caused Roy and co to attack me. Its not a bug. Roy and his crew are anti-human bigots and will always take the side of other ghouls (even Feral ones) over you or other humans. This just goes to show where his true loyalty lies and why you should never take his side in this quest. --99.117.145.247 18:31, April 11, 2011 (UTC)
Karma?[]
I was thinking, in the article, it doesn't say if you let the ghouls in, you get bad or good karma. Which way is right, if you want to do a good character?
- Good players are meant to let the ghouls in. I haven't gotten that far myself, but I do know that you get good karma for convincing each of the anti-ghoul bigots to leave the tower. I may never personally finish this quest because it frustrates me that I have to choose between getting good karma by causing a significant number of innocents (non-bigot residents of the tower) to die, or getting bad karma by killing a small number of bigots (Roy Phillips and company). I'm not sure if the point is supposed to be that you're ridding the world of more bigots by kicking the anti-ghoul ones out of the tower instead of killing the anti-human ones, or if it's to show that karma is awarded based on your intentions instead of their outcomes. Either way I find it frustrating enough of a prospect that it's the only quest from pre-DLC Fallout 3 that I never finished. --HunterZ 03:49, May 1, 2011 (UTC)

i let the ghouls assaut the tower to get the mask.. but before this i enslave susan, the ghouls in but i cant enter in my suite cause it saids that istill danger to acess the room, i go to the generator and spoke with michael and bessie, and when i was going back to the tower i found roy again.. he gave me another mask, now i got to.. and more ghouls in tower, i try to go to paradise falls kill susan but she was not in the pen, she dissapiers and i can't found michael and bessie again, only roy how has the same box dialogue. i hope you undestand this xD i'm not so good in inglish.
No ferals and no deaths (at first). Just add one pickpocket.[]
Is it possible to pickpocket Dashwoods Key and talk to Roy with out having to deal with the ferals?
Unique issue?[]
ok this may be unique to me i read thro the previous posts and didnt see this so here goes,
First timei went thro and did the diplomatic thing, the ghouls moved in i slept 24 hours then went out, everyone was gone yada yada as normal, but no bodies in the basement, so i reloaded to right before i slept(in the suite in the tower) to try it again, to see if the bodies would show up if it was just a bug, however now only tenpenny is dead, roy says the same thing he had an accident etc., but noone else is dead. slept for 24 hours a few dozen times, and still everyone else is there and alive and well.... anyone else have this happen?

Minor Nitpick about the Gun as Reward[]
The description about the gun received as reward is off. When I talked to Gustavo (to the left of the gate right after you entered), and offered to take care of his problem, I failed the speech test, and got a MP5A2. Item duplication?[]

You can get the books twice but only if you take them during the feral ghouls attack. It is because the attack is not in the normal tenpenny tower cell but in a duplicate cell with a different imagespace (the towers looks like a ghoul infested tunnel). The duplicate cells contains all the same objects as the normal one, duplicated. So if you took the objects before they will be there again in the duplicate cell, and after the attack the main door leads again to the normal tower and you can't collect them again. For the schematics you can buy it from Lydia and afterwards buy it again from Bessie Lynn but it can't be used to improve the weapon more than the normal grade 3 schematics. I think I broke it[]
So, I started the Tenpenny Tower quest diplomatically, and I talked to Roy, then ran in and started talking to the residents, managing to convince / evict them all. THEN I talked to Tenpenny and realized I flubbed up. I unfortunately am on the Xbox, so that eliminates console commands, and I am plagued by crashes, so I keep to one save file, which means I unfortunately don’t have a prior one to return to.
