Hancock and Pickman Gallery
Hancock will give you a separate quest to investigate Pickman's Gallery when asked for jobs (appears in Data/Miscellaneous). He can be persuaded 3 times (easy, medium, hard) to increase the reward caps to 200, 300 and 400 respectively. Upon picking up the item "Message to Jack" the quest directs you to report back to him (no need to proceed further and kill/save Pickman).
