Should there be a RALPHIE page?

Just a thought on plot continuity:
Wouldn't it have been easier to simply require that the Mojave ED-E's personal quest be completed prior to entering the Lonesome Road, then require him as a companion to travel into the DLC with The Courier? That would make a lot more sense, what with the convoluted nonsense of duplication and upgrade transference?
