I just discovered that if you have a speech of 75, you can lie to the Heavy trooper garding the room that Moore is in danger. They will run away to help the colonel, and you can plant House with the NCR still allies.

Bugged final dialogue

When first confronted by General Oliver, I replied with the third line of dialogue (something about how taking the Dam wasn't a gamble), the smoke settled, the Securitons rolled up, and every actor just sat there with no sign of any desire to act. Waited a few minutes to be sure, then reloaded a save. Went through all the dialogue, picked a different response (Through multiple reloads, neither the first nor second response seemed to have any problems.), and went through the Speech checks to convince NCR to leave. I am then beset upon by Securitons. Not attacking me, mind you. Just... with an intense desire to occupy the same physical space I'm in. This behavior is observed in the four MkIIs that aid you if you fight Oliver and the Rangers as well as the lone MkI piloted by Mr. House.

House then proceeds to refuse to talk to me. No "Goodbye." loops or anything. I just can't interact with him. In a fit of rage, I fire into the crowd only to find that despite being targetable in VATS, bullets and lasers cannot interact with them. Reloading and rebooting showed no effect, nor did my decision whether to fight Oliver or talk him down. Having a stroke of genius, I thought to follow my quest marker, which strangely enough was pointing towards ED-E (who, I might add, seemed to be quite disdained with being at the Dam, generally refusing to attack or even follow me) near the entrance gate. With an invisible-wall-aided Securitron army in my way, I did the only thing I could: I shot ED-E. I shot him until he died.

House's MkI sped off into the distance to investigate. Thoroughly disappointed, I revisited my tried-and-true problem-solving method of shooting things. Much to my surprise, House came barreling back down the hill. Before we could make contact, however, he became bored and required being shot at several more times to reach my position where he finally initiated dialogue and ended the game. Somewhere along the way, I sent Arcade back to the Lucky 38, but I'm not sure that had anything to do with anything.

This was observed on an up-to-date version of the 360 game. ED-E seems to be the culprit here, but I can't possibly fathom why. And now that I think about it, I killed Lanius before he was ever able to retreat and heal, but I couldn't speculate as to how that would affect Oliver, House, and the Securitrons. As I've (sort of) resolved this for myself, I'm posting this here more as a cautionary tale to... not do... things I did... *shrugs*
