T. O'Connor was the human resources director of Nuka-Cola Corporation before the Great War.

Background[]

After the introduction of the Cappy scavenger hunt contest, the park employees began to help the patrons find the Hidden Cappy images scattered throughout Nuka-Word. As the director for human resources, T. O'Connor had to remind them that it was inappropriate for them to do so, and ordered them to stop helping them find them and instead encourage persistence in the patrons' hunt. O'Connor emphasized that punitive measures would be swiftly taken, up to and including immediate termination.[1][2]

On April 28, 2077, the Nuka-World power plant had a meltdown. There was a blockage in the secondary pump system and the pilot-operated relief valve became stuck in the open position, resulting in an undisclosed amount of radioactive coolant leaking into the river that meandered through the park. The incident was swept under the rug by the Nuka-Cola Corporation to avoid a public relations fiasco and not delay the opening of that park that year, downgrading it from the original Class 1 failure to a routine Class 7 failure. O'Connor reminded the employees involved that any discussion of any events on park grounds is a violation of their employee agreement and could result in administrative action.[3][4][5]
