Strategic Nuclear Moose[1] is an unmarked quest in Fallout: New Vegas.
Quick walkthrough
If you're thirsty, Brewer's Beer Bootlegging is a good place to get some free booze. With a Lockpick skill of 50 the player can open the cellar door and find Gourd's secret distillery there. (Or you could of course use the key which is just left of the cellar doors.)
A sign says: "Strategic Nuclear Moose: And God said, let them have beer"
Locate all beer bottles, there are enough to become drunk. Don't forget the Big Book of Science on your way out!
There is a key under the Big Book of Science. This key goes to a gun cabinet against the same wall as the Tactical Moose sign but in the large room.
