Stevie-Ray was the president of the Republic of Stevie-Ray[1] in the Capital Wasteland, which eventually became the Republic of Dave by 2277.

At one point in history, the plot of land was renamed the "New Republic of Stevie-Ray". Whether this is the same Stevie-Ray is unknown.
