Steal Neal's Urn is a side quest in Fallout.
Walkthrough
To start the quest, the player should head over to the Crash House Hotel after witnessing the death of a Skulz ganger in the Skum Pitt. Then head to the back room and talk to Vinnie. When the player asks to join the gang, he will send them on an errand to steal the Urn holding the ashes of Neal's wife. The player should go back to the Skum Pitt after it closes, enter through the unlocked side door, take the urn (which is on the bar table) and return to Vinnie. Giving him the Urn earns experience and negative karma.
If the player completes the Bust the Skulz quest the violent way, they can loot the urn back off of Vinnie's corpse and give it back to Neal. Neal will be so grateful that he'll promise that the player will never have to pay for a drink in the Skum Pitt ever again, and the player will get +2 Karma.

Notes
- If you are caught stealing the Urn during business hours, useful NPC's such as Tycho and Ismarc will become hostile.
- Note that the player can steal the urn and return it to Neal on the spot without having ever triggered the Bust the Skulz quest.
