Steal Neal's Urn is a side quest in the original Fallout.
Walkthrough
Go to Junktown's Skum Pitt in the evening. Wait around for a short while and one of the Skulz will start beating up Trish. Neal will blow him away and kick the other Skulz out.
Head over to the Crash House Hotel. Go to the back room and talk to Vinnie. Ask to join the gang and he will send you on an errand to steal the Urn holding Neal's wife's ashes. Go back to the Skum Pitt after it closes and enter through the unlocked side door. Take the urn, which is on the bar table and return to Vinnie. Give him the Urn for some experience and negative karma.
If you complete the Bust the Skulz quest the violent way, you can loot the urn back off of Vinnie's corpse and give it back to Neal. Neal will be so grateful that he'll promise that you never have to pay for a drink from the Skum Pitt ever again and you will get +2 Karma.
Note that you can steal the urn and return it to Neal on the spot without having even triggered the Bust the Skulz quest.

Notes
- If you are caught stealing the Urn during business hours, useful NPC's such as Tycho and Ismarc will become hostile.
