Being a Speaker means that you have a one-time bonus of +20% to the Speech and Barter skills. (Fallout)

This Perk gives a one-time bonus of 40 skill points to Speech skill. This changed with a release of a patch giving a one-time bonus of 20% to Speech skill instead.

This perk does not appear in Lionheart being replaced by its equivalent Eloquence.
