Being a Speaker means that you have a one-time bonus of +20% to the Speech and Barter skills.

Fallout 2Edit

This perk gives a one-time bonus of 40 skill points to the Speech skill. This changed with a release of a patch giving a one-time bonus of 20% to Speech skill instead.

LionheartEdit

The perk Eloquence is an analogue to Speaker in Lionheart.
