Soto was a member of the Brotherhood of Steel who, led by Sergeant Dennis Allen and 2 other knights, Jensen and Camarillo, explored the southeast ruins of West Tek, called the Glow after being hit by a nuclear bomb, for artifacts. Unfortunately for them, they were killed by security robots and radiation.

Soto does not appear in any of the Fallout games, as he is long dead by the time Fallout starts.
