Slappy is a strange, noticeably insane citizen of the Hub around 2161.
Background
He is a mentally deranged man who spends his time wandering aimlessly, uttering bizarre and nonsensical phrases near Harold's home in Old Town. Slappy may or may not have been part of a caravan that was attacked by mutants.

When Slappy talks his nonsensical banter, he may say "let's play global thermonuclear war". This is in fact a reference to the 1983 movie "WarGames", in which a teenager cracks a computer and plays "Global Thermonuclear War".
