Skill books are special items which increase the player character's skills when used. In Fallout: New Vegas they are not to be confused with skill magazines, with temporary effects.
Skill books were replaced with perk magazines in Fallout 4, as the skill system was merged with perks to create the new Fallout 4 perks system.
