With darting eyes and a penchant for extralegal activities, Skeev assists Wallace in daily operation of the Customs Office before the gates to the inner city, constantly looking to make a fast buck on the side, including turning mentally handicapped people in to Barkus for a "finder's fee".

The Chosen One can buy fake citizenship from him, complete with papers and serial number for 200$ (150$ if he's charming enough). These can be used to access any area except for the Vault and, of course, won't survive a more thorough examination. Furthermore, they makes little difference in comparison to a Day pass as the guard will still ask the Chosen One to leave after 6pm, but one is just instead capable of saying they are a citizen. Wallace won't take too kindly to Skeev selling those, though.
