Shi-huang-ti

The Shi-huang-ti was a Chinese submarine that crashed in San Francisco during the Great War. The descendants of the crew settled in the ruins of the city and became known as the Shi. The remains of this vessel were probably used to help build the Palace and the ship's onboard supercomputer was established as the Emperor.

The Shi-huang-ti was originally meant to appear in Fallout 2, but was eventually cut from the final version of the game because of time constraints, and is only mentioned.
