The Senate Employee ID is an item added to Fallout 3 in the Broken Steel add-on. It can be used for accessing MARGoT without having to succeed in any checks.
[edit] Location
The Senate Employee ID is located in the Presidential Sub Level, shortly after entering the metro area and a little way after where the Police Hat is found. It is found near a skeleton in a trolley crushed under some rubble at the end of one of the tunnels.
