The audience first comes across the Scavengers when Techy dies, shortly after coming out of Vault 13, when he is shot and killed by one of them. They had set a trap for vault dwellers consisting of a phone booth and a yellow pages, which Techy had fallen for, as many had done before.
They are armed with automatic weapons, and seem to have a high level of marksmanship. Furthermore, they are not helpless without their weapons, and seem to be able to take on less experienced foes in hand-to-hand combat with ease. However, they are not at the same skill level as Female Officer as the audience later discovers.
It seems that aside from scavenging gear, they have enough surgical expertise among them to also take body parts from their victims, particularly organs. They then sell these on at the Hub. It is possible that the reason Techy was shot through the brain was in order that vital organs would be left intact.
The only semi-named member is the Lead Scavenger. The rest of the Scavengers are unnamed and their structure is not revealed in the Fallout film treatment, although it is noted that a couple of the Scavengers were at the Hub. This implies that they are either loosely organized, or extremely well-organized into splinter groups.
