Roy Greene was the man who ended the Great Merchant Wars in the Hub.
Background[]
In 2126, a band of merchants seized the water tower in the Hub and demanded that anyone who wanted water would have to pay a toll to them. These “Water Merchants” sealed up the town and started the war, but were ultimately outnumbered. Roy negotiated a settlement and made peace between the groups. He formed the Hub's central council and set a limit on the price of water.[1] A long period of indecisiveness and meetings maintained the status quo in the Hub for decades after Roy ended the war.[Non-game 1][2]
Greene's grandson, Justin, was the Hub's sheriff around 2161.[2]
Appearances[]
Roy Greene is mentioned only in Fallout and in the Fallout Bible.

The merchant war raged on for years until a man named Roy Greene - yeah, Justin's Grandfather, that's it - helped to negotiate an agreement that ended the war.}"
