Led by Chief Harkness, Rivet City Security serve as the security/police force protecting Rivet City.

[edit] Duties
The members of Rivet City Security guard key points within the City, such as the bridge into the city and the Market, as well as patrolling the corridors of the ship-city for "troublemakers".
They seem to have a rather laid-back attitude towards their job, informing the player that "If someone steals something from you, take it back. If someone shoots at you, shoot back." and stating that they will only intervene against crimes they personally witness. They do, however, become hostile towards and hunt down anyone seen committing acts of violence against Rivet City inhabitants (namely, the player character if they go on a rampage).

Rivet City Guards wear a Rivet City Security Uniform (an inferior variant of Combat Armor but excellent to repair reilly's armor with) and a Rivet City Security Helmet (a combat helmet with a Plexiglas face shield in front). They wield 10mm SMGs. In terms of durability, they're about on par with mid-level Raiders, and go down after 2 or 3 hunting rifle headshots.
Rivet City Security Guards carry a "hangar key" to the Marketplace.
There are an unlimited number of Rivet City Security, as new members will gradually respawn to replace any that you kill. This makes them a decent source of repair parts for Combat Armor and the 10mm SMG, although killing them for their equipment will of course put you at odds with Rivet City.
There is also a Rivet City Guard that appears shortly after the start of the Mothership Zeta DLC in a nearby cell.

While Rivet City Security is equipped with 10mm SMGs they are far more fond of heavier hitting weapons in the small arms and Energy Weapons categories. Often trading up to Scoped .44 Magnums, Chinese Assault Rifles or Tri-Beam Laser Rifles if given the chance.
[edit] Broken Steel
In Broken Steel, Rivet City Security can be seen acting as guards for the Water Caravans transporting Aqua Pura from Project Purity to the rest of the Capital Wasteland. Each Water Caravan is usually accompanied by 2 Rivet City Security guards armed with 10mm SMGs. If spoken to, these guards often express concern over Water Caravan duty, stating that it is a suicide mission. Indeed, these caravans often fall victim to attacks by Super Mutants, Enclave, critters, and the Wasteland's various other hostile inhabitants.
Water Caravans also sometimes have Brotherhood of Steel Initiates or Knights instead of Rivet City Security as guards. These heavier-armed caravans tend to perform better when ambushed by hostiles.

In "Mothership Zeta" there is a Rivet City Security Guard can be found in a holding cell, she is unable to talk but is killable.

- Rivet City houses the most incompetent security force in the wasteland (even though there hardly are any) with a good enough sneak you can kill off the entire force for 75(83 rested) exp a head on Very Hard, and they will always respawn a few days later making Rivet City a really fine place to level up if you don't care about bad karma. Note that all NPCs in and outside of Rivet City will revert back to friendly if you stay hidden 10-60 seconds (time may vary greatly sometimes, but this is the most common)
- They obviously can't count; If you and a follower get into a fight with 4 or 5, they will sometimes scream, "We're outnumbered!"
- The guard watching the entrance to Rivet City is easy to kill. Slowly walking around the corner will allow you to remain hidden and still be able to target him in VATS. After that, jump off the boat into the water and fast-travel somewhere else. This is an easy way to repair combat armor and it's variants.
- If you murder a guard, then wait 72 hours, and then come back, all guards remember the crime. However, they are not hostile and simply say "We should throw you off the ship for what you've done, but Harkness told us forgive and forget". Harkness says similar dialogue, albeit stating that he'll "let you go just this once". Of course, killing the guards again and talking to Harkness will make him say that he'll let you go over and over.
- If you steal a certain number of items (it doesn't seem to have to be from rivet city), the guards will know about it, occasionally saying things like "You're a lowlife, but keep your nose clean from now on and we'll let you stay"
