Ringo's Caravan Rules[1] is an unmarked quest in Fallout: New Vegas.
Quick walkthrough
This is probably one of the first free quests the player will activate, since it's in Goodsprings, where the game starts.
Look for Ringo, a trader for the Crimson Caravan Company. He is holed up in Goodsprings gas station. He will explain the rules of Caravan to you and give you a free deck.
Now start building up your deck and find other players for some leisure time!
Detailed walkthrough
This is probably the simplest of all quests you will encounter. You talk to him, let him speak, receive a deck of cards so that you are easily able to play Caravan and receive a note that explains all of the rules to play. Then you are ready to explore the Wasteland, play a couple hands of Caravan, and kick back and relax.
Notes
As of the most recent update, this is no longer the only way to be able to play Caravan. Buying or acquiring 30 cards is now registered by the game as having a deck that qualifies the Courier to play the game.
