Return Anna's locket is a Fallout 2 quest.
This quest can be completed in under 1 hour of game time. Goto the west side of The Den, then head south. Walk into the "empty" building to the left of the "children yelling carny slogans." Press the P key to bring up your PipBoy 2000 console. At the top left of the console there is a small alarm button (just to the left of the current time) press it, then click "wait untill midnight (00:00)" When you return back to the game screen, Anna's ghost can be seen wondering around the room.
Talk to Anna and ask her what is wrong, you should hear her say something about a locket. Now head off to Mom's place, it is to the east of the east side of the Den (below the slavers' guild.) Talk to Mom, ask her about the Haunted house. She should tell you that 3 years ago a J-something was living there. Head back to the West side of the Den. There are 3 "thugs" next to the area that takes you to the east of the Den, the top-most one has a J-something name, and he happens to have the locket. Talk to him, and ask him about it, you can:
- Steal it
- Use the Trade button to get it
- Persuade him to give it to you
- Buy it from him
- Kill him and take it.
Then head to Anna and give her the locket. She will turn into a pile of bones, which you now need to bury. Search the shelves in the room, you will find a spade. Now head to the East of the Den (again), be sure to take the spade and bones with you. There is a grave-yard in the central area. look at the headstones using the control cursor, there is one named Anna Winslow which can be located to the south east of the grave yard. Equip the shovel, use it to dig up the grave, then use the command cursor to search the grave, then place the bones from your inventory into the grave. Now use the shovel to bury the grave. The quest is now complete.
