If you're reading this, it means you somehow didn't screw up the other two quests before this one; Guard the Brahmin and Rustle the Brahmin.
If that's the case, you might have learned from Ardin Buckner at the Buckner House that Torr has gone missing. Offer to help find him, and head for northwest corner of Klamath. Exit to the canyon.
Kill the Mr. Handy, talk to Torr, and return to Ardin for your reward.
