Quinn is a ghoul who resides in the city of Underworld in 2277.

Quinn is Underworld's link to the outside world. He is a merchant who trades with people outside of Underworld. Nonetheless, he can usually be found wandering throughout Underworld or in Carol's Place.

When asked about the location of the Lincoln Memorial he will say that it's to the east, though it is actually located to the west of Underworld. Quinn can also give you some information about Mister Crowley and his "scam" if you pay him 50 caps. You can avoid paying him if you succeed in the Speech dialogue option.
