It is a quest item for the 3rd part of Bleed Me Dry. Red Lucy of The Thorn will give you 500 caps for them, 700 with a Barter check of 70.

• It spawns once this part of the quest has started. It is interacted with, not taken, and cannot be dropped.

The eggs are located in the Bootjack Cavern, near Clark Field.

• It is not essential to get this item as you can simply give Red Lucy 12 fire gecko eggs.
