It seems that these cards were mostly held by [[pre-war]] workers that worked in places such as factories and subways, this maybe why it is mostly ghouls that carry them (Ones in the subways).
 
 
They also may be a refrence to the pass cards in the computer game Doom, in which they can be found behind large groups of zombies, which gouls are commonly called

In Fallout 3, pass cards are items that are randomly encountered. The cards serve no purpose and can be sold to any merchant without drawback.

Locations

Pass cards are located in random places throughout the Capital Wasteland. They are dropped by ghouls, centaurs, and may also be found on trogs if The Pitt is installed.
