The Outcast distress signal is acquired automatically upon entering the Capital Wasteland after loading the Operation: Anchorage add-on. This may take several minutes (as described below) but exiting a building may speed up the process.

Defender Morrill asks anybody capable of receiving the signal for support. Listening to his message starts the Aiding the Outcasts quest.
